Serving the People: Lawyers Zuo Renken and Yu Kun Give Lectures at the "2021 Training Course for Leading Rural Practical Talents by the Organization Department of the Central Committee and the Ministry of Agriculture and Rural Affairs (Second Phase)"

On September 14, 2021, Lawyer Zuo Renken, Director of the Administrative Management and Supervision Committee of Guangxi Tongwang Law Firm, and Lawyer Yu Kun, Director of the Tax-related Legal Affairs Department, were invited to provide special agricultural legal training for the "2021 Rural Practical Talents Leading Rural Development and Governance Demonstration Class (Phase II)" held by the Organization Department of the CPC Central Committee and the Ministry of Agriculture and Rural Affairs. This training class was held at the Lutang Community Training Base in Yulin City, with 102 village Party organization secretaries, village committee directors, and members of the village "two committees" from Qinzhou, Beihai, Fangchenggang and other places participating in the training.

Lawyer Zuo Renken explained to the trainees the legal issues often encountered in grassroots work, such as China's land use control, land ownership and use rights and their dispute resolution, land transfer, land contract management rights and their dispute resolution, protection of land contract management rights for married women, and protection of land contract management rights for farmers who have settled in cities. He also answered questions raised by the trainees on land property rights, village collective economy (especially cooperative societies, village joint venture project income), village infrastructure renovation, new rural construction (rural tourism), and penalties for illegal land occupation, effectively improving the trainees' ability to deal with legal issues encountered in their daily work.

Lawyer Yu Kun, starting from the tax policies of rural collective economic organizations, introduced the tax supervision situation under the new situation to the trainees. Lawyer Yu Kun proposed that "standardizing the financial and tax behavior of rural collective economic organizations is an inevitable trend", and gave an in-depth and simple analysis of the tax policies of village collective economic organizations, and gave specific suggestions for the problems that are easily confused in the implementation of agricultural tax preferential policies. Finally, in order to cope with the tax-related risks of village collective economic organizations, Lawyer Yu Kun used a series of vivid cases to warn the students: stay away from false invoicing and do not easily violate the bottom line of the law.

This training was highly praised by the participants. They generally agreed that the training content was comprehensive, the explanations were vivid and easy to understand, and it closely aligned with the realities of rural work. They also stated that promoting rural industrial development and resolving grassroots conflicts in rural areas requires a rule-of-law mindset and approach. In their future work, they will strictly adhere to the red lines of the law, effectively utilize legal instruments, and actively contribute to the implementation of the rural revitalization strategy.
