On the morning of September 8, 2021, the Guangxi Lawyer Industry Party Branch Standardization and Normative Construction Work Promotion Conference jointly organized by the Party Working Committee of the Two New Organizations of the Autonomous Region and the Party Committee of the Department of Justice of the Autonomous Region was held in Nanning. Liu Shuiyu, a first-level inspector of the Organization Department of the Autonomous Region Party Committee, Li Daoning, member of the Party Committee of the Department of Justice of the Autonomous Region, Deputy Director, and Secretary of the Party Committee of the Guangxi Lawyer Industry, and the Organization Department of the Party Committee of each city, the Party Working Committee of the Two New Organizations, the Justice Bureau of each city, the Party Committee of the Lawyer Industry, members of the Party Committee of the Guangxi Lawyer Industry, the president of the Lawyers Association of each city, representatives of the person in charge of the party organization of the law firm, and more than 70 people in charge of the Party Working Committee of the Two New Organizations of the Autonomous Region and the Department of Justice of the Autonomous Region attended the meeting.

At the promotion meeting, Huang Qiangguang, Secretary of the Party General Branch and Director of this firm, gave an exchange speech entitled "Focusing on the Integration of 'Party Building +' to Promote High-Quality Development of Party Building in Law Firms", introducing to the participants the achievements and practices of the Party General Branch of this firm in promoting standardization and normative construction.

In recent years, the Party General Branch of Tongwang Law Firm has adhered to Xi Jinping's thought on socialism with Chinese characteristics for a new era as the guidance, adhered to the party's political construction as the overall lead, and focused on the four aspects of "Party Flag Leading, Serving Development, and Cohesion", and worked hard on the integrated development of the four "Party Building +", and built a solid foundation for party building, and promoted the high-quality development of party building in law firms: In August 2016, it was rated as an advanced grass-roots party organization in the region by the Party Committee of the Autonomous Region; In August 2018, it was established as the first batch of autonomous region "two new" organization party building work demonstration sites by the Organization Department of the Party Committee of the Autonomous Region and the "two new" Organization Party Working Committee of the Autonomous Region; In November 2019, it was named "National Advanced Collective for Safeguarding the Rights and Interests of Women and Children" by the All-China Women's Federation; In February 2020, it was named "National Advanced Collective for Public Legal Service Work" by the Ministry of Justice; It has been rated as "National Excellent Law Firm" three times.

First, we focus on the integration of "Party Building + Craftsman" to effectively enhance core competitiveness. Improve the "two-way training" mechanism for party members and lawyers, train backbone lawyers to become party members, and train party member lawyers to become law firm managers. In 2021, 2 people were developed as activists to join the party, and 5 party member lawyers were promoted to third-level partners. Strengthen professional and brand building, adhere to the "craftsman spirit", and cultivate four Tongwang professional brands with important influence inside and outside the region, such as construction engineering, finance and real estate, criminal defense and risk prevention, and bankruptcy reorganization. Deepen the "teaching and mentoring" talent training method, carry out at least one salon study and typical case discussion activity every week to improve the case handling skills and professional quality of young lawyers.

Second, we focus on the integration of "Party Building + Service" to actively serve the central work. Actively participate in serving the overall development of Guangxi, take the initiative to serve the rural revitalization, industrial revitalization, the construction of the "Belt and Road" western land-sea new channel, the construction of the Guangxi Free Trade Zone and other major strategies, and provide perennial legal services for more than 400 government and enterprise units such as PetroChina. Actively participate in the practice of Guangxi's rule of law construction. As the only local legislative research and evaluation and consulting service base established by the People's Congress of the Autonomous Region in the law firm, it has completed the review and legislative argumentation of 64 normative documents of the People's Congress of the Autonomous Region and other units. Serving Guangxi's epidemic prevention and control and resumption of work and production, 30 lawyers were organized to participate in the special legal service group for the prevention and control of the new crown pneumonia epidemic of the Guangxi Lawyers Association, answering more than 330 legal questions related to the epidemic, and writing 73 legal articles on the war epidemic.

Third, we focus on the integration of "Party Building + Public Welfare" to actively fulfill social responsibilities. Actively carry out legal services, handle nearly 30 legal aid cases every year, organize 33 volunteer lawyers to provide free legal advice to the police and their families of the Guangxi Police Association, and send more than 20 lawyers to work in the legal aid center, court, women's federation and trade union on a regular basis to answer questions for the masses. Actively fund outstanding legal talents, establish the "Tongwang Scholarship", and donate 2.1 million yuan to 300 outstanding students from Guangxi University and Guangxi Normal University. Actively help poverty alleviation, and donate nearly 100,000 yuan to poverty alleviation.

Fourth, we focus on the integration of "Party Building + Institute Building" to expand the Tongwang "concentric circle". The party organization participates in the decision-making and management of the law firm, the secretary of the party general branch and the director of the management committee "shoulder to shoulder", and the members of the party general branch and the management committee enter and cross-appoint each other in both directions. Taking party building as the lead in advanced culture, carry out more than 2 team building activities between party members and non-party members every year to strengthen the linkage between party members and non-party members, and strive to form a synergy of "party building + team building". Hold more than 4 business salons and learning forums every month to stimulate the enthusiasm of party members to start businesses. Actively carry out paired co-construction. Establish a "two-way, two-way direct" mechanism to form a virtuous cycle mechanism of "promoting party building with co-construction, promoting business with party building, and strengthening party building with business" to promote the healthy development of the industry.
