On the afternoon of November 17, the Guangxi Lawyers Association's 14th lawyer business training session of 2023 was held at the "Tongwang Law Forum," the Guangxi lawyer continuing education training base. Lawyers from across the region listened online and offline to a special lecture by Tang Ning, former Deputy Secretary-General of the People's Government of the Autonomous Region, entitled "The Mission, Responsibility, and Belief of Lawyers in the New Era." Before the lecture, Tang Ning was appointed as a specially appointed researcher of Guangxi Tongwang Applied Legal Research Institute, and Professor Huang Qiangguang, Dean of Guangxi Tongwang Applied Legal Research Institute, presented Tang Ning with a letter of appointment.

Tang Ning graduated from the Department of Law of Wuhan University (now Wuhan University School of Law) early in his career. He has extensive work experience and has long been committed to theoretical research. He served as Deputy Secretary-General and Deputy Director of the General Office of the People's Government of the Autonomous Region, Director of the Counselor's Office of the Autonomous Region Government, and Curator of the Research Institute for History and Literature. He is a consulting expert of the Decision-making Advisory Committee of the Autonomous Region, and a specially appointed professor, doctoral supervisor, and researcher at Guangxi University, Guangxi Minzu University, Guangxi University of Finance and Economics, and the Party School of the Guangxi Autonomous Region. In his lecture, Tang Ning drew upon his work experience and research findings to share and exchange ideas with lawyers from three perspectives: the mission of lawyers in the context of unprecedented global changes, the role of lawyers in building a beautiful Guangxi, and the conviction of lawyers in advancing the rule of law in China.

Guangxi Tongwang Applied Legal Research Institute was officially registered and established in February 2016 with the approval of the Department of Justice of the Autonomous Region and the Department of Civil Affairs of the Autonomous Region, in accordance with the provisions of the "Provisional Regulations on the Registration and Management of Private Non-enterprise Units" of the State Council. It is currently the only private applied legal research institute with independent legal person status in China and a formal member of the Guangxi New-type Think Tank Alliance with distinctive features.

Since its establishment, Tongwang Research Institute has independently completed the research projects such as "Research on the Main Legal Obstacles of 'Multi-planning Integration'", "Research on Legal Issues of Overseas Investment of Guangxi Enterprises", "Research on Legal Policy System for Optimizing the Business Environment in Guangxi under the Background of RCEP" and "Research on Further Strengthening the Standardized Construction of Chambers of Commerce Affiliated to the Federation of Industry and Commerce"; Assisted the Guangxi Local Legislation Research and Evaluation and Consulting Service (Guangxi Tongwang Law Firm) base established by the Standing Committee of the Autonomous Region People's Congress to complete the whole process of auxiliary legislation services for a number of local laws and regulations such as the "Regulations on Land Management of Guangxi Zhuang Autonomous Region", as well as the special demonstration tasks such as "How to Improve the Legal System of the Business Environment in Our Region" and "How the City with Districts Should Grasp the Constituent Elements, Characteristics and Laws of Urban and Rural Construction and Management Legislation", and issued written demonstration opinions or third-party evaluation reports for 21 local laws and regulations (drafts) such as the "Property Management Regulations of Guangxi Zhuang Autonomous Region (Revised Draft)".
