On May 21st, the "Exchange, Learn, and Win the Future" 2023 Guangxi Engineering Cost Appraisal Work Exchange Conference, jointly organized by the Guangxi Construction Engineering Cost Management Association and Guangxi Construction Vocational and Technical College, co-organized by China Architecture & Building Press and Guangxi Vocational Education Engineering Cost Major and Professional Group Research Base, and attended by more than 350 representatives from member units of the Guangxi Construction Engineering Cost Management Association, engineering cost consulting firms, construction companies, and more than 780 teachers and students from Guangxi Construction Vocational and Technical College, was held in the auditorium of Guangxi Construction Vocational and Technical College.
Huang Qiangguang, the director of this firm and vice president of the Legal Service Working Committee of the China Construction Industry Association, delivered a 120-minute special presentation on "Observations and Reflections on Several Issues in the Judicial Appraisal Work of Engineering Cost Consulting Enterprises" at this conference.
Combining his 33 years of experience in construction engineering legal theory and practice, Huang Qiangguang briefly described the concept of judicial appraisal, the basic principles that judicial appraisal should follow, and the similarities and differences between engineering cost judicial appraisal and cost consulting activities. He then focused on the main problems and improvement strategies in the process of engineering cost consulting enterprises undertaking judicial appraisal work, including accepting appraisal commissions, preparing for appraisal, implementing appraisal, and issuing appraisal opinions. He also discussed how to understand and grasp 13 practical issues in judicial appraisal, such as "in-contract works" and "out-of-contract works", how to appraise the cost of works contracted by the actual constructor, and how to appraise the extension of the construction period due to the employer's overdue payment of the project progress payment.
Finally, Huang Qiangguang gave three suggestions on how engineering cost consulting enterprises can improve the quality of engineering cost judicial appraisal outcome documents: continuously improving the appraiser's comprehensive quality and appraisal ability, strengthening contact and cooperation with professional institutions, and strengthening enterprise compliance and quality management construction.
