Main achievements

2016:

1. On May 21, 2016, the founding meeting was held. Peng Zuyi, Honorary President of Guangxi Law Society, former member of the Standing Committee of the Guangxi District Party Committee, and Secretary of the Political and Legal Committee, Du Hengnian, Deputy Director of the Guangxi Department of Justice, Professor Ruan Qilin of China University of Political Science and Law, Professors Meng Qinguo and Ning Lizhi of Wuhan University, Jiang Hao, Deputy Editor-in-Chief of Peking University Press, Professor Wen Shiyang of Zhongnan University of Economics and Law, and more than 300 people from all walks of life attended the founding meeting.

2. After the founding meeting ceremony, Professor Ruan Qilin also gave an academic lecture on "The Impact of the Judicial Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on the Application of Relevant Crimes in Handling Criminal Cases of Corruption and Bribery".

3. Entrusted by the Hezhou Legal System Office, conducted research and issued a research report on the topic of "Research on the Main Legal Obstacles of 'Multi-planning Integration'". After accepting the commission, the Research Institute organized relevant experts and consultants to form a research team, carried out in-depth research according to the research content and work requirements of the client, held seminars to discuss the research, completed the preparation of the research report within the specified time, and passed the expert demonstration designated by the client, and finally successfully passed the review and acceptance of the client and received praise.

4. Cooperated with the School of Law and Commerce of Guangxi Education Institute to complete the horizontal project - Research on Legal Issues of State-owned Assets and Official Consumption of Administrative Institutions. In the cooperation, experts were organized to be responsible for writing the project proposal, participating in research, holding demonstration meetings, and being responsible for completing the writing of the project research report and the compilation of legislative basis and research materials, and finally passed the expert review and successfully completed the project.

2017:

5. From April to June 2017, with the approval of the Guangxi Construction Industry Federation, cooperated with the Law School of Guangxi University, Guangxi Tongwang Law Firm and other units to focus on how to understand and block various management loopholes and management errors in the production and operation process, master the basic methods of strengthening management and specific measures to prevent risks, and avoid unnecessary economic losses. The major practical issues that construction enterprises need to pay attention to for survival and development under the new normal have successively convened "Senior Seminars on Legal Risk Prevention in Production and Operation of Construction Enterprises" in Nanning, Liuzhou, Wuzhou, Yulin, Guilin, Fangchenggang and other places. Nearly 100 construction enterprises in and outside the district and about 200 senior managers participated in the seminar.

2018:

6. On August 12, 2018, Guangxi Tongwang Applied Jurisprudence Research Institute took the lead and jointly organized a special training on "Practical Operation and Risks of Bankruptcy Administrators" with Guangxi Tongwang Law Firm.

7. On August 27, 2018, the Research Institute specially invited Meng Qinguo, Vice President of the China Civil Law Research Association, Professor and Doctoral Supervisor of the Law School of Wuhan University, National Teaching Master, and recipient of the State Council Special Allowance, to give a special lecture on "Bankruptcy Law" at the "Tongwang Law Forum".

8. Cooperated with Tongwang Legislative Service Base to actively participate in the special demonstration project of "How to Improve the Legal System of Business Environment in Our Region" entrusted by the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress. With the joint efforts of the Research Institute and the legislative consulting experts of Tongwang Legislative Service Base, the research and demonstration results of "Suggestions on Improving the Legal System of Business Environment in Our Region" were completed as scheduled at the end of November 2018 and passed the expert review.

9. Sent legislative expert consultants/researchers to help Tongwang Legislative Service Base better complete the work tasks assigned by the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress. Among them, 6 people/times participated in the legislative demonstration of local regulations; assisted the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress to conduct a comprehensive review of the constitutionality, legality, appropriateness and rationality of 11 laws, regulations and local government regulations such as the "Criminal Procedure Law of the People's Republic of China (Draft Amendment)", "Implementation Measures of the Political and Legal Committee of the Autonomous Region Party Committee on Organizing Third-Party Case Evaluation (Draft for Comment)", "Civil Code (Draft of Various Parts)", "Regulations on Railway Safety Management of Guangxi Zhuang Autonomous Region (Draft for Comment)" and issued written review opinions.

2019:

10. In April 2019, entrusted by the Office of the Standing Committee of the Nanning Municipal People's Congress, undertook the project of "Risk Assessment of the Management of Over-standard Electric Bicycles in Nanning", and conducted a comprehensive analysis and evaluation of the necessity, feasibility and legality of the legislation of the "Regulations on the Management of Electric Bicycles in Nanning", the legality, scientificity and operability of the main systems in laws and regulations, as well as the expected effect and social impact of the implementation of laws and regulations, and wrote a pre-legislative assessment report. The project finally passed the expert review and successfully completed the project.

11. In May 2019, entrusted by the Finance Bureau of Liangqing District, Nanning City, undertook the project of "Analysis of Tax Revenue in Liangqing District, Nanning City from 2016 to 2018 and Research Report on Financial Resources Construction in the Next Three Years", and the final research results passed the expert review and acceptance and were successfully completed.

12. In May 2019, entrusted by the Statistics Bureau of Liangqing District, Nanning City, undertook the project of "Research on the Income Structure and Growth Analysis of Urban and Rural Residents in Liangqing District", and the final research results passed the expert review and acceptance and were successfully completed.

13. In June 2019, through the bidding for the third-party evaluation service for reform of the Policy Research Office of the Autonomous Region Party Committee, undertook the project of "Evaluation Service for the Pilot Project of Relatively Concentrated Administrative Licensing Rights in Guangxi", and the final research results passed the expert review and acceptance and were successfully completed.

14. On March 23, 2019, a special training on "Basic Skills of Litigation Agents" was held at Tongwang Law Forum.

15. On April 27, 2019, a special lecture on "Relevant Issues in the Legislation of the Foreign Investment Law" was held at Tongwang Law Forum.

16. On May 11, 2019, according to the special needs of Guangxi Tongwang Law Firm, a special training on "Issues that Lawyers Should Pay Attention to in Handling Cases of Cracking Down on Organized Crime and Eliminating Evil" was organized.

17. A total of 16 legislative expert consultants/researchers were sent to participate in the legislative demonstration of local regulations; written demonstration opinions were issued for 8 local regulations (drafts); assisted the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress to conduct a comprehensive review of the constitutionality, legality, appropriateness and rationality of 35 local government regulations and 64 normative documents of the two courts and issued written review opinions; accepted the entrustment of the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress to conduct special demonstrations on "How Cities with Districts Should Grasp the Constituent Elements, Characteristics and Laws of Urban and Rural Construction and Management Legislation" and "Regulations on Property Management of Guangxi Zhuang Autonomous Region (Revised Draft)"; accepted the entrustment of the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress to conduct a third-party evaluation of the "Regulations on the Prevention and Control of Citrus Huanglongbing in Guangxi Zhuang Autonomous Region (Draft)", etc.

2020:

18. In January 2020, entrusted by the Office of the Standing Committee of the Hengxian County People's Congress of Nanning City, undertook the project of "Review of the Regulations on the Protection of Jasmine in Nanning City (Draft)", invited experts and scholars from universities and relevant departments to review and evaluate the draft regulations, and processed the opinions put forward by experts and scholars, and modified and improved the draft regulations. The project has been successfully completed and submitted to the Standing Committee of the Nanning Municipal People's Congress for deliberation.

19. In April 2020, commissioned by the Guangxi Police Association to compile the "Guangxi Public Security Organs Police Rights Protection Manual." The Research Institute assigned researchers to form an expert group to collect, screen, and organize relevant materials; draft, write, review, and proofread the text, and finally completed the compilation work on time with high quality.

20. In June 2020, commissioned by the Policy Research Office of the CPC Guangxi Zhuang Autonomous Region Committee, in cooperation with the Guangxi Zhuang Autonomous Region Institute of Industry and Information Technology, jointly undertook the project "Evaluation of the Effectiveness of Guangxi's Electric Power System Reform." Through questionnaire surveys, field research, and data analysis, a comprehensive assessment was conducted on the implementation of policies, the effectiveness of policy implementation, social satisfaction, and sense of gain. The study analyzed the problems and weaknesses in the reform and proposed suggestions for improvement. The final evaluation report passed expert review and acceptance and was successfully concluded.

21、 In November 2020, cooperated with Guangxi Zhuang Autonomous Region Institute of Industry and Information Technology to carry out subject research, and successively participated in the research and planning of two projects, namely "The 14th Five-Year Plan for the Development of Industry and Information Technology in Cangwu County" and "The Application of Supply Chain Finance in Guangxi Industry", and completed the subject compilation with high quality and submitted research results.

22. On December 21, 2020, the seminar "Impact of the Implementation of the Civil Code on the Construction Industry" was jointly held by the Legal Service Working Committee of China Construction Industry Association, Construction Times, and Guangxi Construction Industry Federation, in conjunction with Guangxi Tongwang Law Firm, Guangxi Construction Law Research Association, and Fifth Construction Engineering Co., Ltd. of Guangxi Construction Engineering Group. Chen Taixiang, Executive Vice President and Secretary-General of the Legal Service Working Committee of China Construction Industry Association; Meng Qinguo, Vice President of China Civil Law Research Association; Yu Kaikai and Huang Qiangguang, Vice Presidents of the Legal Service Working Committee of China Construction Industry Association; Sun Xiancheng, Deputy Secretary-General; and over 260 experts, scholars, judges, lawyers, senior managers, and legal counsel from national construction engineering jurisprudence theory and practice circles attended the seminar.

23. A total of 18 person-times of legislative expert consultants/researchers were sent to participate in the legislative argumentation of local regulations; researchers were organized to put forward written review and revision opinions on 5 laws and regulations (drafts); a comprehensive review of the constitutionality, legality, appropriateness and rationality of 14 local regulations and ordinances (drafts) was conducted and written review opinions were issued, etc.

2021:

24. In March 2021, cooperated with Guangxi Zhuang Autonomous Region Institute of Industry and Information Technology to carry out subject research, participated in the research and planning of the project "The 14th Five-Year Plan for the Development of Industry and Information Technology in Wuzhou City", and completed the subject compilation with high quality and submitted research results.

25. In June 2021, commissioned by the Office of Philosophy and Social Science of the Autonomous Region, undertook the research project "Research on Legal Issues of Overseas Investment of Guangxi Enterprises", using the literature research method to put forward the theoretical system of legal issues of overseas investment of enterprises in our region; using case studies, data analysis, etc., to put forward systematic and effective response strategies for the main legal risk points of overseas investment of enterprises in our region; through a large number of field research, obtained first-hand research data, and formed the views of the subject report. The subject finally passed expert review and successfully concluded.

26. In July 2021, commissioned by the United Front Work Department of the CPC Nanning Municipal Committee, undertook the research project "Research on Strengthening the United Front Work of the Lawyer Industry in Our City in the New Era - Based on the Investigation of Lawyer Work in Nanning City", through questionnaire surveys, field research, data and case collection, etc., mastered the basic situation of the United Front Work of the Lawyer Industry in Nanning City, found out the problems existing in the work and analyzed the reasons, and put forward methods and paths to strengthen the United Front Work of the Lawyer Industry in Nanning City on the basis of learning from the advanced experience of the United Front Work of the Lawyer Industry in other advanced cities. The subject finally passed expert review and successfully concluded.

27. In August 2021, cooperated with Guangxi Zhuang Autonomous Region Institute of Industry and Information Technology to carry out subject research, participated in the research and planning of the project "Research on Industrial Layout of Guangxi's "14th Five-Year Plan", and completed the subject compilation with high quality and submitted research results.

28. A total of 13 person-times of legislative expert consultants/researchers were sent to participate in the legislative argumentation of local regulations; researchers were organized to put forward written review and revision opinions on 3 laws and regulations (drafts); a comprehensive review of the constitutionality, legality, appropriateness and rationality of 22 local regulations and ordinances (drafts) was conducted and written review opinions were issued, etc.

2022:

29. In June 2022, commissioned by the Guangxi Zhuang Autonomous Region Federation of Social Science Circles, undertook the research project "Research on the Legal Policy System for Optimizing the Business Environment in Guangxi under the RCEP Background", through literature retrieval, empirical research, data and case collection, etc., formed the views of the subject report. The subject finally passed expert review and successfully concluded.

30. In June 2022, commissioned by the United Front Work Department of the CPC Nanning Municipal Committee, undertook the research project "Research on Further Strengthening the Standardized Construction of Chambers of Commerce Affiliated to the Federation of Industry and Commerce", conducted field research on the standardized construction of chambers of commerce affiliated to the Federation of Industry and Commerce inside and outside Guangxi, found out the problems and reasons existing in the work, and put forward effective methods and paths in light of the actual situation of Nanning City and drawing on the advanced experience of other provinces and cities. The subject finally passed expert review and successfully concluded.

31. A total of 23 person-times of legislative expert consultants/researchers were sent to participate in the legislative argumentation of local regulations; researchers were organized to put forward written review and revision opinions on 1 law and regulation "Law of the People's Republic of China on Barrier-Free Environment Construction (Draft)"; a comprehensive review of the constitutionality, legality, appropriateness and rationality of 17 local regulations and ordinances (drafts) such as "Regulations on the Work of People's Congresses of Townships, Ethnic Townships and Towns of Guangxi Zhuang Autonomous Region (Revised Draft)" was conducted and written review opinions were issued, etc.

2023:

32. In June 2023, commissioned by the United Front Work Department of the CPC Nanning Municipal Committee, undertook the research project "Strengthening the Construction of the Team of Representatives of the Private Economy to Promote the High-Quality Development of the Private Economy", through issuing questionnaire surveys, conducting field research in advanced cities inside and outside the region, and holding symposiums to listen to opinions, etc., to deeply understand the overall situation of the construction of the team of representatives of the private economy in Nanning City, find out the existing problems and reasons in the current work, and put forward effective and replicable methods and paths on the basis of drawing on the advanced experience of other provinces and cities and combining with the actual situation of Nanning City. The subject finally passed expert review and successfully concluded.

33. In July 2023, in order to enhance the company's awareness of trademark rights protection, commissioned by Guangxi Guiping Ruquan Liquid Liquor Co., Ltd., carried out a subject research on the "trademark issues" involved in the case, assisted Guangxi Guiping Ruquan Liquid Liquor Co., Ltd. in transforming research results, and provided services such as consulting, research analysis and writing on its behalf.

34. In July 2023, invited by the Research Office of Hechi Intermediate People's Court, participated in the 6th case seminar of Hechi Intermediate People's Court in 2023, focusing on the theme of "Analysis and Discussion on Some Difficult Issues in Construction Contract Disputes".

2024:

35. In July 2024, commissioned by the Guangxi Zhuang Autonomous Region Federation of Social Science Circles, undertook the research project "Strengthening the Construction of the Team of Representatives of the Private Economy to Promote the High-Quality Development of the Private Economy". At present, the research on this subject is progressing steadily.

36. In December 2024, with the approval of the Propaganda Department of the Autonomous Region Party Committee, the application for the project "Research on the Construction of China-ASEAN Commercial Arbitration Cooperation Center" was approved. Currently, the research on this topic is ongoing in depth.
