Local Legislation Research Evaluation and Consulting Service Center Introduction

   Guangxi Tongwang Law Firm Local Legislation Research Evaluation and Consulting Service Center working team has 39 members. Among them, 5 have doctoral degrees in law, and 27 have master's degrees in law (legal). High-degree members account for 82%. The professional fields of the working team members involve constitution, administrative law, civil law, commercial law, criminal law, etc. The construction and management of the scientific research and working team of the service center adopts the model of "standing working team + professional (practical) support from the professional departments of the firm + external expert (theoretical) support", which is jointly responsible by Tongwang Institute and Guangxi Tongwang Applied Jurisprudence Research Institute. Since the establishment of the service center, it has cumulatively sent 40 legislative expert consultants/researchers to participate in local regulations legislative argumentation; organized researchers to put forward written review and revision opinions on 5 laws and regulations (drafts); issued written argumentation opinions on 30 local regulations (drafts); assisted the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress to conduct a comprehensive review of the constitutionality, legality, appropriateness and rationality of 53 local government regulations and 64 normative documents of the two courts and issued written review opinions. The team members have successively undertaken the legislative service project of "Guangxi Zhuang Autonomous Region Enterprise State-owned Assets Supervision and Management Regulations", the legislative service project of "Guangxi Real Estate Registration Management Measures", the legislative service project of "Nanning Local Regulations Evaluation", the special demonstration legislative service project of "How to Improve the Legal System of Business Environment in Our Region", the special demonstration of "How Cities with Districts Should Grasp the Constituent Elements, Characteristics and Laws of Urban and Rural Construction and Management Legislation", the special demonstration of "Guangxi Zhuang Autonomous Region Property Management Regulations (Revised Draft)", the third-party evaluation of "Guangxi Zhuang Autonomous Region Citrus Huanglongbing Prevention and Control Regulations (Draft)", and the auxiliary legislative service projects such as legislative research and text drafting of "Guangxi Zhuang Autonomous Region Land Management Regulations" (Revised). Relying on the Guangxi Local Legislation Research Evaluation and Consulting Service Guangxi Tongwang Law Firm base and the Nanning Municipal People's Congress Standing Committee Legislative Consulting Service Guangxi Tongwang Law Firm base, the service center has long provided diversified local legislation research evaluation and consulting legal services for the Guangxi People's Congress Standing Committee Legislative Affairs Working Committee, the Nanning Municipal People's Congress Standing Committee Legislative Affairs Working Committee and administrative organs in Guangxi, with perfect local legislation knowledge reserves and rich experience in assisting local legislation service work.

    The main service scope of the Local Legislation Research Evaluation and Consulting Service Center is:

   (1) Assist the Standing Committee of the Autonomous Region and the Municipal People's Congress Legislative Affairs Working Committee to review the constitutionality, legality, appropriateness and rationality of local laws/regulations;

   (2) Provide consulting services for the legislative activities of the members of the Standing Committee;

   (3) Entrusted to demonstrate the legislative project;

   (4) Assist in drafting local regulations;

   (5) Entrusted to put forward consulting opinions on local regulations;

   (6) Participate in local legislation argumentation;

   (7) Entrusted to organize hearings on local regulations;

   (8) Entrusted to conduct special research on important issues in local legislation;

   (9) Entrusted to conduct post-legislative evaluation;

   (10) Carry out local legislation theoretical research and practical investigation.
