Combining cases related to administrative penalties and focusing on the judicial authorities' judgment viewpoints, He Caibin explained the legislative purpose of the Administrative Penalty Law, the legal meaning of administrative penalties, how to understand the statutory principle of administrative penalties, how to understand the principle of openness and impartiality of administrative penalties, how administrative penalties and criminal penalties are linked in procedure, how to achieve full-process recording in law enforcement, and what legal conditions a legitimate specific administrative act should possess. He also interpreted the "Yangtze River Protection Law" and the "Implementation Rules of the Fair Competition Review System" during the lecture.
