On the morning of July 12, 2022, the Standing Committee of the Sixth People's Congress of Qinzhou City convened a ceremony to inaugurate grassroots legislative liaison offices and appoint legislative expert advisors. Leaders, including Qin Tianwei, Director of the Standing Committee of the Qinzhou Municipal People's Congress, attended the ceremony, along with representatives from various grassroots legislative liaison offices and legislative advisors. During the ceremony, Tongwang Qinzhou Office was designated as a grassroots legislative liaison office of the Sixth Qinzhou Municipal People's Congress Standing Committee. Huang Qiangguang, Director of Tongwang, and Zhong Chuanghong, a lawyer from Tongwang's Qinzhou Office, were appointed as legislative expert advisors to the Sixth Qinzhou Municipal People's Congress Standing Committee.

Grassroots legislative liaison points are bridges between legislative bodies and the grassroots, converters of legislative language, and boosters of the construction of the rule of law. Its establishment is conducive to promoting the scientific and democratic nature of legislation, to building a two-way interactive legislative model, and to unblocking channels for public opinion expression. It is a major initiative to promote whole-process people's democracy. Tongwang Qinzhou Office being identified as a grassroots legislative liaison point is not only an affirmation of the work of Qinzhou Office by the organization, but also a new responsibility and mission for Qinzhou Office.
In 2018, the Standing Committee of the People's Congress of Guangxi Zhuang Autonomous Region established the "Guangxi Local Legislation Research, Evaluation and Consulting Service Base" in Tongwang, which is the first and currently the only local legislation research, evaluation and consulting service base established by a provincial-level people's congress in a law firm in China. The Tongwang base uses its own conditions and human resources advantages to serve the overall situation of local economic and social development by participating in local legislation research, evaluation and consulting services, and actively undertaking related research projects.
Tongwang will base itself on its functional positioning, give full play to the active role of legislative liaison points in promoting high-quality legislation, not only reflect the opinions of the "points" according to its own work characteristics, but also use its professional advantages to widely gather public opinion on the "surface", and strive to do a good job in publicity and guidance, and do a good job in exploration and innovation, so that the liaison point truly becomes a regular platform for collecting public opinion, and contribute to promoting the construction of a city under the rule of law.
