Introduction to Guangxi Tongwang Law Firm Base
[Base Nature] The Guangxi Local Legislation Research, Evaluation and Consulting Service Guangxi Tongwang Law Firm Base was jointly established by the Standing Committee of the People's Congress of Guangxi Zhuang Autonomous Region and Guangxi Tongwang Law Firm in May 2018. It is a specialized institution engaged in local legislation research, evaluation and consulting services.
Guangxi Local Legislation Research, Evaluation and Consulting Service Guangxi Tongwang Law Firm Base is the first local legislation research, evaluation and consulting service base established by a provincial-level people's congress in a law firm in China.
[Working Mechanism] The Guangxi Local Legislation Research, Evaluation and Consulting Service Guangxi Tongwang Law Firm Base conducts its work in an organized and planned manner under the guidance of the Standing Committee of the People's Congress of the Autonomous Region.
The Legislative Work Committee of the Standing Committee of the People's Congress of the Autonomous Region is responsible for the daily work contact with the service base.
If the special committees and working committees of the Standing Committee of the People's Congress of the Autonomous Region need the service base to provide services, the Legislative Work Committee of the Standing Committee of the People's Congress of the Autonomous Region shall make overall coordination and contact arrangements according to the content of the work and the actual situation.
[Service Scope] The Guangxi Local Legislation Research, Evaluation and Consulting Service Base participates in the local legislation work of the Autonomous Region in an all-round way, and provides intellectual support and professional consulting services for the local legislation work according to the requirements of the Standing Committee of the People's Congress of the Autonomous Region.
Mainly includes:
(1) Entrusted to study and demonstrate the draft five-year legislative plan and the draft annual legislative work plan of the People's Congress and its Standing Committee of the Autonomous Region;
(2) Entrusted to conduct project feasibility study for legislative projects;
(3) Entrusted to draft local regulations or participate in the drafting of local regulations;
(4) Provide advisory opinions on draft local regulations;
(5) Participate in local legislative argumentation or be entrusted to argue important issues in local legislation;
(6) Entrusted to organize hearings on draft local regulations;
(7) Entrusted to conduct special research on important issues in local legislation;
(8) Entrusted to conduct post-legislative evaluation;
(9) Entrusted to clean up local regulations;
(10) Collect and sort out local legislative information;
(11) Carry out local legislative theoretical research and practical investigation;
(12) Provide consulting services for the legislative activities of the members of the Standing Committee;
(13) Other consulting service activities required by the Standing Committee of the People's Congress of the Autonomous Region.
