On the afternoon of August 4, 2020, Li Caifeng, senior partner of Guangxi Tongwang Law Firm, was invited by the Jiangnan District Party Committee to give a special lecture on "Eight Legal Risks and Prevention of Owner Management of Government Investment Projects - From the Perspective of Legal Updates such as the Civil Code" for the Party Committee, Government and its functional departments of Jiangnan District, Nanning City.
Focusing on the three stages of engineering construction and combining the eight difficulties in the owner management of government investment projects, Li Caifeng analyzed the risk points of project management in simple terms with multiple cases handled by herself, from the perspective of new laws and regulations such as the Civil Code, the Regulations on Guaranteeing the Payment of Migrant Workers' Wages, and the Regulations on Guaranteeing the Payment of Small and Medium-sized Enterprises, and put forward corresponding prevention and control measures and suggestions. Li not only focuses on updating legal knowledge for the trainees, but also hopes to use legal practice thinking to convey to the government the specific operation methods of how to learn and use the law, so that the trainees can quickly understand and use it.
It is understood that the Jiangnan District Party Committee and the District Government are holding six "2020 Rule of Law Government Construction and Administrative Law Enforcement Personnel Rule of Law Training Courses" as scheduled in order to further enhance the ability of the functional departments of the district to analyze and solve problems by using the thinking and methods of the rule of law, and further promote the construction of the rule of law government. In addition to inviting Li Caifeng to share a special topic on the legal risks of project management of government investment projects from the perspective of legal practice, the organizer also invited many professors from Guangxi Minzu University, Southwest University of Political Science and Law and other universities to conduct training from the perspective of the rule of law theory.
