On the afternoon of April 22, Li Guojian, Director of the Legislative Affairs Commission of the Autonomous Region People's Congress, and Huang Yaoge, Deputy Director of the Legislative Affairs Working Committee of the Standing Committee, and other leaders, a group of five people, came to Tongwang Law Firm to investigate the operation of the Guangxi Local Legislation Research and Evaluation and Consulting Service Guangxi Tongwang Law Firm base. Huang Qiangguang, director of Tongwang Law Firm and head of the Tongwang Legislative Service Base, reported on the construction and operation of the base to the research team.

Approved by the Standing Committee of the People's Congress of the Autonomous Region, the Guangxi Local Legislation Research and Evaluation and Consulting Service Guangxi Tongwang Law Firm Base was established in May 2018 and officially launched in June 2018. The Standing Committee of the People's Congress of the Autonomous Region chose to establish a legislative service base in Tongwang Law Firm, which is a concrete measure to innovate public participation in legislation and the first of its kind for the Standing Committee of the Provincial People's Congress to establish a legislative service base in a law firm.

Under the specific guidance of the Legislative Affairs Working Committee of the Standing Committee of the People's Congress of the Autonomous Region, the construction of the Tongwang base has achieved initial results. In terms of system construction, the Tongwang base has established rules and regulations such as business registration, business undertaking, internal audit of achievement quality, finance, confidentiality, and file management to ensure the standardized and orderly operation of the base. In terms of team building, a legislative research, evaluation and consulting service team of 39 people was formed in accordance with the model of 'full-time research staff of the base + professional lawyers of the law firm'. Among the team members, there are 2 legal advisers of the People's Government of the Autonomous Region and 3 legislative consulting experts of the People's Congress of the Autonomous Region; 6 doctors of law and 15 masters of law. In terms of undertaking/completing work tasks, since 2018, the Tongwang base has sent a total of 32 legislative expert consultants/researchers to participate in the legislative argumentation of local regulations in the autonomous region and cities divided into districts; provided written argumentation opinions or third-party evaluations for 16 local regulations (drafts); Undertook the drafting task of 3 local regulations (drafts); Assisted the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress to comprehensively review the constitutionality, legality, appropriateness and rationality of 53 local government regulations and 64 normative documents of the two courts (the Higher People's Court of the Autonomous Region and the People's Procuratorate of the Autonomous Region) and issued written review opinions; Entrusted by the Legislative Affairs Working Committee of the Standing Committee of the Autonomous Region People's Congress, undertook 8 special topic arguments such as 'How to improve the legal system of the business environment in our region', 'How cities divided into districts should grasp the constituent elements, characteristics and laws of urban and rural construction and management legislation', and 'Regulations on Property Management in Guangxi Zhuang Autonomous Region (Revised Draft)'.

After listening to the report and checking the base's work ledger, inquiring in depth about the main difficulties and problems existing in the base process, as well as opinions and suggestions on the construction and operation of the local legislative research, evaluation and consulting service base in our region, Director Li Guojian delivered an enthusiastic speech, highly praising and fully affirming Tongwang Law Firm's active participation in local legislative services and the achievements it has made, and proposed that the Legislative Affairs Committee (Working Committee) of the People's Congress of the Autonomous Region should strengthen communication and guidance with various bases, and the opinions and suggestions collected in this research should be carefully studied, and problems and difficulties faced in the work of the base should be jointly studied and solved. He encouraged the Tongwang base to continue to uphold the concept of 'working together with one heart and one mind and living up to expectations' of Tongwang Law Firm, and in accordance with the basic ideas of 'non-conflict, distinctive features, and operability', conduct in-depth research, work conscientiously, and continuously improve the quality and level of the legislative base work, and strive to provide more high-quality opinions and suggestions for local legislation.
